This is the source code for Psionic Storm v1.0. It is the full source and can be used to recompile the .u files for Psionic Storm and the Impact Extension. Feel free to use the code in whatever way you want.

is this for steam and do i need unreal 3 2 use this
No it has nothing to do with steam, and yes this code is for UT3.
You just need to extract this to your home directory Unreal Tournament 3 folder and it should put everything under the src directory. You'll need to add the two packages to the modpackages= part of UTEditor.ini but there are tons of sites out there that tell you how to set it all up and compile, i won't reinvent the wheel here :)
