why can't you create the game mod independent of populous the beginning? just like populous age of chaos?

Mod created by Sulivan and his friends blacksheeppp, QQ996191441 and blassdog. It's considered the hardest Populous mod so far, but it's not impossible. Has some really hard levels! Download it if you are a pro populous player
