The town is in a "beta state", so it could look a bit different later.

will this city be empty or stuffed with mercs? and will this be updated later to the current released past attacks ?
I'm not 100% sure how about enemies yet. I have an idea about civil war and the player will join resistance and fight agnaist government. So there will be some civilians in the town, some workers in the port...but there is a garage with a tank, the army will preotect it.
I'm not 100% sure about that yet. Now I'm just only building map and I must learn something more about civil wars.
I will make episode two. It wil be a lot different than ep. 1.
Just make a civil war and player will join the goverment and will crush all the rebels :-/
The goverment will be the bad faction for many reasons but I could make choices in the story, in one of them the player could begin work for goverment. Why not?
