Ill put some "lore" down here if you are interest in my excuse on why the world is like that.
A strong centralized american nation emerged from the revolution, but an all powerful national entity wasn't on the peoples desire of greatness. This young nation expanded west, fighting off the rapidly civilizing natives, the wars maintained the people united in solidarity. The people kept forming ideas of what they were, these ideas werent about an american nation, but smaller and more similar regions. The American Nation and Mexico went to war to kick the europeans from their american soil, they were victorious and every single fight, but they couldnt resist the attrition war, it was a stalemate, the american nations took the lose, there where no europeans on american soil no more, but reluctantly got shatter onto smaller countries.
The desolate west is home of 5 nations, weak alone but strong together!

The mod is just a scenario,has little to none decisions or events.
It's a fun project, is not finished, it propably wont be ever. Though im still make changes time to time.
