That's Balmora, right? To be honest I think you should hold off adding any more detail to that particular city as at the moment it is ridiculously laggy on my not-too-shabby PC...like 10-15 FPS laggy.
Also, the addition of toilets to me feels a bit unnecessary - seems like it belongs more in one of those Primary Needs mods or something. I dunno, I just never really thought, "gee, now where do these guys go to the bathroom, anyway?"
There's actually less objects in Balmora in 4.1 compared to 4.0. Anyway performance in MW has always been an issue. My computer is pretty old and I have around 25-30 fps in Balmora.
