Hmm....Its more of just the Royal Guard Armor. Most of the Regular Rohirrim armor was just leathers and chainmail.
Scale armor is far more common than (chain) mail as it's inherently very easier to fabricate, by design.
I've actually made my own personal set of armor, better than both by far.
