Is it me or does the Half Track look just like a Warthog from Halo? It almost reminds me of the Bullfrog from RA3, too.
Yeah, I had the same thought the moment I've seen the voxel. But it wasn't based on Warthog.

Wheels of tanks looks bad imo. Too light, too simply and too "clear".

Jaguar Tank look like "Mini" Rhino Tank
does absence of "armored transporter"(https://www.moddb.com/mods/mental-omega/images/heaven-and-hell#imagebox) in this list means it was dumped? or these are just new units to show.?
Not really, it doesn't mean that it was dumped.
What roles in the combat chains is used by Hailfox and Mig?
you'll find out when 3.0 released, it's classified for now...
