they are essentially radiators and recoil adaptors as their mass drivers are positioned on the wings.

Frigates are capable of flying in an atmosphere. The Normandy SR1 was a frigate. They have low enough mass to avoid crashing. Cruisers or larger on the other-hand don't.

Mass Effect 3 proves you wrong. An Alliance heavy cruiser was able to hover over Vancouver and engage a Reaper. (Contrary to popular belief stating that it was a dread while it wasn't, since dreads have a more distinct nose shape, as well as longer one)

As Stealer has said, the whole large frigates to dreadnoughts can't land thing was just a convenient plot device that made the incorporation of a shuttle viable. We clearly see the SR2 landed/hovering at the start of ME3.
