Only a few seats left and the Reception room is done!
In reality were these points of the ship open all day for the (upper-class) crowd?
Were there attendants for some reason in this place?

This smaller aft reception room also functioned as a restaurant on which I believe was open at all times (with exception of public places closing around 23:00 - 24:00 or something like that)
The connecting A La Carte Restaurant was a new feature to passenger liners where passengers could go eat any time they pleased. This opposed to the fixed sittings in the main dining saloons. For some passengers this gave a bit more of an exclusive appeal.
