Not really. Some frigates (Like this, and the Niathus) can go into the high upper atmosphere only. The "wings" on them serve only as stabilizers when they're moving forwards. The air up there is, of course, very thin, but in combination with small thrusters on the bottom, the frigate can cruise through the air pretty decently.
This ability allows for extremely effective and precise surface bombardment.
I can see wings on fighters and corvettes, but will frigates really be able to fly within atmosphere?
