its a crew cell i think, it houses all the crew for your heavier ships.
(please correct me if i am wrong)

In this mod, you have a limit of frew and officers instead of the unit cap
I think
I can't remember my copy of HW2 broke (new one should arrive soon) and i think its a crew count but you can't build capital ships like carriers etc. without the crew requirments
sorta like ST: ARMADA II
