I think Valve wanted to have Desert Camo in the initial release of Half-life, but they thought that they would be harder to shoot so they made them more noticeable by giving them urban camo :)
Still, desert camo is more realistic :D

Well, their spending most of their time INSIDE a facility = urban camo because it matches the walls *******.
they didn't want to spend so much time there ! Usually military operations take about a few hours. They didn't knew there was aliens there !

HECU=URBAN MARINES=DESERT that would be the simplest solution
i believe the marines inside black mesa should have urban color
as shown here other and the ones outside have desert camo because well they are in the desert .
