fix glitched bedford point/times squares buildings file - Grand Theft Auto: Liberty Wiseguys mod for Grand Theft Auto: San Andreas

Bedford point (or times square) wasn't rendering correctly, showing low poly and low res buildings and billboards, i made a new .txd file that work.

you will need Alci's Img Editor (link below) or TXD workshop to replace the broken .txd on the gta3.img file. And finally drop the data folder on the GTA Liberty Wiseguys direcory and reeplace the files with the ones included in the .rar
