Hmm, I think that's some kind of setup outside the game.
Aoe 3 engine it's pretty hardcoded, and if doesn't exists nothing similar in-game, you can't add it.
Let me guess, some kind of setup configuration in the pre-game, that let you choose which 2 politicians you can choose when you're ageing up instead of 4-5), in a AoM minor god way (the differences are more big than the Aoe3 politicians)
Edit: Also, 2 AIs for a same civ, means that you will be able to play a game against or teaming with the same civ (maybe, with some different bonus, cause different leaders)

Will you be adding factions like gungans and wookies? creating more races would be awesome. instead of just playing with the usual found factions, will the mod lean towards galactic battlegrounds?
