Yes they are, however this is a ghoul/super mutant mix.
A model of this could easily mesh with the current skeletons of M&B, which was what I directed Jade, our concept artist, to do.
If it's not infected with FEV than it's not a super mutant.
There are two(?) instances where people infected with FEV turned into a ghoul-like thing. Harold is one (i think).

Well, it cant be a Ghoul and Super Mutant mix, becaus Super Mutants are created by FEV, and Ghouls are humans suffering from extreme large doses of radiaton. FEV is a virus, making you evolve.
