In FaceOff Paintball you can use your head movements to duck in and out of cover, whilst you pick off the other paintballers. It features a head-driven handy-cam effect to make you feel more immersed in the game and an online leaderboard that updates in-game as you play. A simple option called an "Aiming Deadzone", where there is an invisable recatanglar box at the center of your screen where you can aim without moving the camera. THere would be three modes: Off, Small, and Large. Off allows you to aim like a normal First Person Shooter. Small Allows you to aim a tiny bit without moving the camera (like the hand you hold your mouse with is very shaky, or you are using a laptop with a touchpad). Large gives you alot more freedom of aiming, and would work best in conjunction with the Handy Cam effect and with Touchscreen displays. You could also lean around corners and take out multiple targets without having to turn your head.

If I understand you correctly, what you're describing is basically the "free-aim" / "bounding-box" approach most Wii FPS titles feature (i.e. inner part of the screen only controls aiming, outer part controls aiming and looking). It would be interesting to experiment with that stuff in PC games, however it's inclusion is completely independent to the idea of head-tracking. As such, I would be far more inclined to put such a technique in non-head-tracking-enabled mod and see how effective it is, before then trying it in conjunction with head tracking.
