how to create fast download from my server?

this is extremely annoying. i download this mod, insteall it the way it's supposed to be installed, and it doesn't ******* run.
you know what it does? just goes straight back to the ******* main menu every single time. it doesn't go to excessive plus at all, like it used to do back in 06 when i was playing it.
what special bs do i need to do to make it simply run? it wont load from the mod menu, it wont load from a shortcut with command string and it wont load with a batch file. it just goes straight back to the ******* main vanilla q3 menu.
i have built 3 diferent test builds, all using different clients. the 1.32c point release, ioquake 3, and ioquake 3 4k widescreen version and all of them do the exact same crap.
