While playing this game (since about 2007) I've been also attempting to mod it (like, all the time). Here is a collection of the most reliable features I've ever introduced to it.

Some notable features include:
- New combat (no random) (testing)
- No random events (global warming, bonus self-appearance)
- Can found cities closer to each other
- Tech progress and item costs are now in the diplomacy help
- AI technology trading fix, where the AI wanted more for a tech on higher difficulty levels when trading to a player
- AI open borders and map trading tweaks (now denies more often)
- Random city name order (all cities from the player city list now have equal chances to appear)
- Brought in some improvements from Warlords and BTS (diplomacy help "War with" and "Worst enemy of", river crossing code, proper worker danger handling)
- Barbarian fixes
- Can connect bonuses on shores (just like on rivers) -- this helps connecting small islands to the network
- .. and much more

There are two parts to this mod: the core and the XML. The core can be used with the original game (without the XML), and (probably) with other mods (that don't use own DLLs). The XML requires the core to work, and it's an important (though not vital) part of the mod, that also contains two additional scenarios.

I've put the instructions and the full feature list into the readme, to not junk the description.

Installation:
Just unpack the contents of the archive to the Civilization IV Mods folder. The mod should now be loadable from the game menu. Alternatively you can edit the game config file (*.ini), where you should find the following:
'Mod ='
And change it to:
'Mod = Mods\EMM'
Note that this mod is for the vanilla game (not Warlords or Beyond the Sword). The game version required is 1.74.
