EMPIRE TOTAL WAR 3.0
This is an old mod I made years ago for personal use, there are many features (the most i don't remember) as:
1) Pirate Faction Playable (see readme file inside)
2) No unit spam during tactical Battles
3) No CP for cheaper units (for massive battles)
4) Free Camera for Tactical Battles (also in ground combat)
5) Every unit is rescaled to fit "real" dimensions
6) Mant new units as
Wookie Soldier
Wookie Assault Squad
Pod Walker team
Skiff team
Pirate Soldier (need Pirate Base) special Ability: Defence
Pirate Plex " "
Pirate Skiff "
Pirate Pod Walker " special Ability: Hunt
JAWA Scouts (Need Cantina) Default abilities
Pirate Smuggler " "
Battle RANCOR (Need Hutt Palace) special Ability: Hunt

To play with Pirates Get to the menu of GALACTICT CONQUEST and select Galactic Confict
Open the menu of the factions, and KEEP YOUR MOUSE ON THE MENU.
Click and hold the menu. Then, using your mouse scroll wheel, scroll down to the Black Sun Pirates.
Put your mouse over the Pirates, and let go. You should have selected it.

Seeing as this had no .exe that i found i assume this overwrites the game itself?

How to install?
About using Pirates Get to the menu of GALACTICT CONQUEST and select Galactic Confict

Pirates ARE PLAYABLE in "Galactic Conquest" sandbox map
I have never seen third faction in original FoC. So, good luck to you in making pirates playable.
