A more simplistic and both sturdy is the Urbanpanzer pack - a new armor pack turns your Panzer into a mobile fortress while the Active-defense system will guarantee it's invincibility. At least theoretically.

I'd prefer only only upgrade per tank
It will be selected per war factory :P A war factory with upgrade made to produce Gauss Panzers will lose the ability to make alternative version. And so on. The factories in our mode will be a hell expensive, so select with care ;)
