This is a full conversion Tolkien mod for Crusader Kings 2 which will feature bookmarks throughout the Third Age. I think that holy war is not a good causes belli to have in this game.

Maybe you can make county conquests for orcs, with a very short truce time. Also, there could be a holy war kind of cases belli, but i think that characters with the Guardian of Middle Earth trait should be allowed to declare such war on each other. I played a game where Aragorn conquered Lorien, Durins folk conquered Lindon and elrond "holy war"ed all the wilderness of arnor.

I downloaded the game and did some of this changes myself. I created a new CB called Evil Invasion, so that Corrupted by Darkness characters can invade anyone in the name of Morgoth/Sauron (including other orcs, but not sauron), and a Release from Darkness CB, so that Guardians of Middlle Earth can invade a corrupted by darkness one. These CB are copies of the muslim invasion CB, but i changed the restrictions for

can_use can_use_title and is_valid sections in the code

Also, i changed the required piety for 500 prestige, so its not anyone who can start declaring wars. Also, the threat inflicted by this wars are huge. Aragorn always uses it on South Gondor/Harondor and EVERY haradrim and easterling joins the defensive pact. So the wars stop for nearly 5 - 10 years, and that more than enough time to recover, and its not OP. It makes the game harder for independent counts and dukes, but it is more realistic, because the orcs/uruks/sauron/witch-king/saruman would just invade everything until there was no more land to conquer, and a powerful Guardian of Middle Earth ( like Elendil or Gil-Galad ) would invade these guys to stop their conquests

Also, a CB for any Guardian of Middle-Earth to kill Sauron and destroy the Empire of Mordor title would be nice, like Gil-Galad and the Last Alliance, in which every Guardian of Middle Earth could offer to join the war, with an event for more spawned troops, which would vanish as soon as the war ended, like a crusade.
