shouldn't she be wearing some more armor? her legs are naked! and are those boots really fit for combat? naked legs is a bit lacking in a combat situation. more realism please.
Perhaps she's a fast runner and having more armor might slow her down because of the heavy weight. That's realism too.
You hit it right, Forgotten Hunters are a lot faster than Grunts but are much more vulnerable.
You use Grunts as cannon fooder and Hunters to take enemies down - thanks to their long range/accuracy and extra grenade launcher.
Also the Forgotten faction in CD is a lot like wasteland raiders/scavengers - so they can't send all their units in high-tech stuff into battle.
The Forgotten are a collection of wasteland warlords and mutant enclaves of survivors. Light and often scavenged equipment is common, and the culture is akin to that of a superstitious post apocalyptic raider civilization due to their environment. You won't really see the model this up close anyways ingame.
My qualms is the high heel boots though. That's pretty goofy.
