One aspect of it, yes. There's several different areas to work on, mostly involving editing text files. It depends on what you're trying to do, this is what editing custom battle maps looks like.

I recall this being the scenario editor, which I have no idea how to use XD. Also is that prop from Warhammer Online?
How do I enable maps editor? Can I then use them in campaign?
Are you sure there won't be many CTD because of new stuff?
well these screenshots are from in game with out it crashing obviously because I was able to take the screen shots so I would say its ok.
What're using to make this map?
