you can recruit any ped in the game if you first enable the cheat option RECRUIT ANYONE using the PEOPLE menu that appears by pressing F5 (the key that shows the cheats menu). To recruit someone just do it in the usual way, aim at him/her with no weapons in your hand and press G. Once recruited he/she will follow CJ anywhere he goes and will defend him from any enemy that threats him. depending on your respect level you will be able to recruit from 1 to 7 peds at the same time.
You can also edit your level of respect using the SET STATISTICS / ABILITIES option in the PLAYER CHEATS submenu, in cheats menu (F5)

at the botton you can see a boat and the golden gate bridge at San Francisco Bayside. The water has the new water reflection effect but its hardly noticeable in this picture, but you may see how the bridge reflects in the water
