I think yes, you can, if you copy darkstar mod resources into mod folder accordingly. Probably you can play any mod which don't have own binaries/model replacements.

Brutal Half-Life is inspired by Brutal Doom, a mod which features ADS and implements it in such a way that only improves the game and furthermore is entirely optional. And not all modern FPS is "crappy". STALKER for one.
ADS is something for slower paced tactical shooters, which half life isn't, if they're shoehorned into faster paced shooters (borderlands and titan fall comes to mind) then they tend to bring gameplay to a grinding halt, ruining the pace and gunplay in the process.
And that's why I never use the ads in brutal doom, too busy running around at 100 km/hour kicking demons in the face and blasting them to pieces with the double barrel shotgun.
It's up to the dev if he wants to add them or not tho. Big chance he wont because it's too much work, and I wouldn't blame him!
You'd have to fix all the gaps in the view models, add in animations for iron sights position, make sure they're lined up, make sure they don't clip into the screen, code in all these features, make sure they work, make sure they don't cause/create any new bugs, etc...
And that's why you should experiment with mechanics. In Brutal Doom movement speed is not slowed down when aiming down the sights, and you can even sprint despite it being counter-realism, but who cares because gameplay should be the priority. Additionally, ADS has it's other uses (headshotting demons far across the map in the really open ones) even if it were to slow down movement speed. Furthermore it's entirely optional so there is not many arguments against it.
Wait wait wait... you think STALKER is a modern FPS? Haha!
The first game came out the same year as Modern Warfare, so yeah. It is. You know what modern means, right?
@Headcrusher: I am aware it's the modder's choice to implement it or not, and I'm aware of the amount of work required.
Since the act of raising the sights is pretty basic/linear and fast, it can actually be done via engine interpolation rather than proper animating.
