Before we get comments on his lowly shield design; this is the only kind of shield Éomer actually used in the films (at the Black Gate).

Maybe as a visual change in a certain level or when he's mounted perhaps ? I woold like to see him with helmet too
The helmets we would make would add to much polys to the model also the original design didn't have a helmet so we are fine leaving Eomer Helmet-less.
