Version 5 changes:
Skill requirements for all perks that have 10 additional levels (Barbarian, Juggernaut, Overdraw etc) are now rebalanced.
So for example, 9th level of Juggernaut perk requires now 70 skill points of Heavy Armor instead of 100 points.
what's the maximum lvl that we can reach? Not persuasion lvl, I mean the "main" one, for lack of a better word.
Character level was artificially set by player.setlevel command (had 28 when I wasn't toying with console commands :-P), so dunno, to be honest.
If you mean maximum perk level, a maximum of 15 levels for some perks in the mod. Normally it's 5.
