Ages of the Federation is a new total conversion mod for Sins of a Solar Empire: Rebellion. This mod takes place in the Enterprise and Original series eras, focusing on the conflict between the early Federation and Klingon Empire. A resurgent Romulan Star Empire, angry and still licking its wounds after their defeat to Earth and her allies waits in the shadows, ready to take advantage of any of misstep by either the warring powers. The Xindi, new to the galactic stage are also eager to forge their own path.
Starfleet enters the Denobula Triaxa system seeking to liberate the planet from Romulan control, only to find most of the Romulan presence gone. Only a small contingent of older ships remains to delay Starfleet's advance.

A small force of old ships? So, they've just been left there to die, essentially? What kind of military just throws away assets like that?
they might be ships that don't have enough fuel to make it back to Romulan bases, so they've been left here to oversee the destruction of Denobula's orbital infrastructure and cause whatever damage they can to the incoming fleet.
If I recall the fluff the team has written right, the Romulans were operating at the limit of their effective range from their home bases. These older ships likely couldn't make it home as Patrick said.
In war assets are sacrificed all the time. As stated by others these ships were left behind to overse the destruction of Denobula's orbital infrastructure, and to delay advancing Starfleet forces as the main Romulan fleet withdrew. Given the choice it makes sense to sacrifice older, somewhat obsolete ships in a delaying action.
Actually in war 'hold until you die' is a rarity, not the norm. It's incredibly wasteful. The crews are also assets, in fact they're more important than the ships themselves. If they were low on fuel, offload the crews and set the ships to ram the infrastructure, or have the ship's computers auto-target anything they can until they're destroyed.
The ships may have been left with skeleton crews.
Also, historically, delaying actions like this have been very common in war. It's only in the high mobility wars of recent decades that it became lass common.
There are many examples of just that in sci-fi and in actual history, though.
The Dominion sacrifices five squadrons of warships to allow time for the Chin'toka defense grid to come online.
The entire Cardassian Ninth Order is sacrificed to delay advancing Klingon forces.
In Mass Effect Admiral Hackett sacrifices the entire Second Fleet to allow the Third and Fifth Fleets time to escape the advancing Reapers.
Furthermore, the Romulans have different sensibilities to you or I. They will self-destruct or commit to suicide runs without hesitation if defeated or in danger of capture. As they say, they are creatures of duty, and if they believe their duty calls for them to sacrifice their lives, then they will absolutely do so.
wait correct me if I'm wrong because I last played Mass Effect like a year to a year and a half ago but doesn't the losses the 2nd fleet suffer depend on your choices and them being destroyed isn't predetermined but the result of certain choices?

The Reaper War is literally an existential conflict, not a normal war.
Klingons doing a wasteful suicide stand I can see, but the Romulans are supposed to be Space Romans. Throwing away a Legion is bad planning.
It's hardly a Legion - it's a handful of outdated ships left to fight a delaying action to prevent the immediate pursuit of their main fleet. No war, ever, has been fought without deliberately sacrificing a few units for the sake of the greater war effort.
The Romulans aren't just space Romans - they're militarists. Their military personnel are likewise bombarded with propaganda. There's no shortage of true believers in the Empire, to say nothing of the punishments awaiting those who disobey. Be it out of devotion or fear of reprisal, the Romulans will absolutely fight to the death.
Given how much the two species hate each other, it's actually interesting how much the Romulans and Klingons have in common.
