I could be wrong but these could be a new Westerland unit, didn't he say something about New Westerland Knights or something. Again i could be wrong.
That is Westerlands armor - specifically, the Westerlands Mounted Sergeant, but with a Man-at-Arms helmet. Presumably, these are just tougher Lannister guards.
