I doubt it. Id say 90% sure that you dont need to pay. I have never paid from the ready game if i have purhased the alpha.

What i have learned so far max level is 100 or more since my athletics is 99.
For the faction thing you can make others hate you by killing their faction members and to like you when you heal them. You can train melee skill in training dummy in the cities or by building your own.
