To which change are you referring? If you use a below normal duel randomness game option, then exceptionally skilled duelists can occasionally have their duel skill overflow resulting in a guaranteed loss. This has always had the potential to occur, but the game option has exacerbated the issue. If you're referring to the lower duel skill values on traits as of 1.3.1, this is purely cosmetic (well, mostly, it does affect a few events, but it cannot affect duel outcomes). The effect of those traits on duel outcomes is unchanged.
Still not really sure why people want this. The Elder Scrolls games are single player for a reason.

...Frodo more powerful than a Nazgul? I think not.
EDIT: The problem with such a campaign would be that it's basically all combat, as a Sauron campaign as you have described would have to be to remain somewhat lore-appropriate, and this is an Oblivion mod, a game where combat is part but certainly not all of the experience.
Or you could always just create a save right before the battle to go back to at any time.
