I see. Well, like you pointed out in one of my threads, a suggestion is for that the HV gun not target the shipyards, like the Golans.

Two answers. One, yes, the skirmish is supported. Two, to upgrade your tech level, you must highlight your Golan III Battle Platform. There, you can upgrade your tech and recruit heroes there.
