I have been experimenting with level design for over a decade now. Most of my projects are in improving gameplay and flow, and studying the psychology of flow. Risk/reward patterns, geometry, economy, and game theory are just a few of the things that float my boat. Currently I am working on a new project that I hope will allow me to explore many of the things that weren't sufficiently explored in my pet engine's flagship title.

IF it is a complete set by itself, and tells a succinct "chapter" of your story by itself, you should release it sooner than later. As Valve states on the dev wiki, Release early, Release often. This allows you more feedback, and I believe you should have the option to go back and fix your work later, should you choose to.
Just my personal philosophy.

It's still happening, just FYI. Whenever you open the Flags Tab on the properties dialog. It's been like this for years, in fact. I remember it happening over two years ago when I was still doing work on Black Mesa.

The platform is just the constraining factor for what the game was made as. If you loved a game that ran on a personal computer, cherish that, irregardless of what box it was executed on. I started back on the BBS systems collected games like Rescue Rover and Commander Keen, leading me to the classics like Duke Nukem. I remember begging my dad to bring home a crappy old 286 laptop thing that ran in orange and black monochrome, (might have had CGA graphics, not sure) just so I could play Duke Nukem on it. I remember beating Dr. Proton on the moon base for the first time, and from then on I was hooked.

Please don't make comments like that if you don't know the facts. XP was based on Windows 2000, which in turn was based on NT. It's got nothing to do with 98. Windows ME was based on 98, and we all know how that turned out... :P
