Sure. Just go to your FoC directory->Mods->RaW->Data->XML. Now, for every ground unit that is worth more population than one (at-te, AAT, etc) I recommend you search (ctr+f) for <Population_Value>. That should bring you to the value. Then, change it to 1. This is the most important part: save as to your desktop, and then create a folder to house the original files. Then, move the original file to the new folder (this is simply so you don't have to re-download the mod if you want to change back) and place your modded XML file back in the directory.
I believe droid tooltips can be turned off in the options.

I modified the mod's XML files last night for population cap and was (I think) met with great success in land battles. I set all land units' population cost to 1 regardless of the unit type and I found the battles to be a lot more enjoyable and truer to the Clone Wars feel (in my opinion). The 15 population battles turned into a true slugfest that took upwards of 10 minutes. Something to consider if you find land battles boring.
One solution that worked for me was starting the game tech 4. It allows you to spam Venators and evens the odds a bit.
You mean lag in the space battles because of the clouds of starfigters or lag in GC interface?
spam the droid carriers. Their waves of bombers render all republic fleets useless
