I don't really have a rate right now. =/ So I have no idea.
Well it mostly depends on the CMS. Some of them have weird table systems for creating custom themes. I prefer the ones similar to PHPBB, that use template files, which are much easier to use.
As for my abilities at creating custom CMS stuff, it is quite limited. I have fiddled around with blog style posting, but haven't really tried anything overly complex. I am learning some more PHP related things at UNI this semester, so hopefully that will change. ;)
