With something like this you should be able to do legionaries who would first throw pilums at the enemy and then charge, or for example a WW2 soldier who would throw grenades to an enemy tank, right?

Scripted maps sounds like a great idea. Altough I didn't played many of them, and my attempt of making my own maps was brought to an end by my poor skills in BFME's world builder.
I agree with Aragorn, two factions are enough for a mod and there aren't many factions that haven't already been developed by another group.
I think you should try that, doing scripted maps and improving the campaing. At least it's something you are already interested in doing. Whatever you decide to do, this mod will still be awesome.

I think dale would be a good idea, I reallly enjoyed them in DaC. Few mods add Dale as a full faction, instead they make them be a Dwarven sub-faction. Then you could add Rhun to be Dale's main enemy. That would be interesting.

Since you added the elves, I think you should add The Deep. 1° To equilibrate the number of factions of good and evil. 2° And to have an exclusive elven (or dwarven after)enemy. Then you should add the dwarves to complete the North. I suggest to use The Shire as a minifaction for Arnor.
