I'm using gzdoom 4.3.3 and this works fine. If you're using a newer version, don't.
You can't use Vulkan, you have to use OpenGL.
You don't need all the stuff in the zip file. Just extract the pk3s in the data folder and load them.
The load order will be:

DSC 1.0
DSC material pack OR the low res material pack
DSC low res textures pack IF YOU WANT
DSC 1.0.1 patch

Clearly he didn't even read the comments before releasing an update. Nearly every bug I reported is still there. What a fail.

Cacodemons keep their reduced scaling after being resurrected.

Your non-bullet projectiles have trouble hitting flying targets from below because they don't inherit from FastProjectile.

You fist causes ricochet sounds.

Hellknight uses Baron sprites for plasmadeath.

Arachnotron plasma has it's original hitbox.

Arachnotron's radius should be lowered similar to Mastermind.

Cacodemon is missing it's normal death. It only plays xdeath.

Arachnotron is missing plasma death.

Now that hitscan enemies shoot projectiles they don't hurt their species.

Projecties don't pass through decorations so now your bullet weapons can't shoot past things like torches.

Mastermind is only firing one bullet per volley instead of three.

To turn off infighting open the mod and add NoInfighting to the difficulty you are playing in Mapinfo.txt.

There's no way of removing reloading without editing the mod.

That's quite the task. The best way to learn how to mod is to look at what other mods have done by looking through them (with Slade 3) and editing them to see what does what. I don't think there's much in the way of tutorials for doom modding. All info that you could ever need will be here. Zdoom.org

It's this mod Forum.zdoom.org

It's bundled with this, and with Guncaster. I can't use it because "If I turn screen tilt on and shoot a gun, the game randomly jitters while I run around, whether I turn it off or not." (taken from GC thread post I made)

Find the actor in question and change the Powerup.Duration. From memory, I believe it's in artifacts.txt.

Well, Doom is almost completely CPU limited, unless you crank the textures, then you need video memory. It only uses 1 core so your dual core is working at half speed.

If you freeze up when you blow a group of enemies up, it's your CPU's fault. If you freeze up when moving around, it's the game buffering assets. Go to OpenGL options and turn on "precache GL textures". This loads everything into your memory when you start a level so there's no stuttering later.

Open spawners.txt (in the mod) and fiddle with the numbers. The game works on a scale of 0-255 so if you see, say, 85, it means 1/3 of the time.

It's actually really simple. You download GZdoom. You put the files in a folder. You put Doom2.wad in that same folder. You put this pk3 file in the same folder. You drag this pk3 to the gzdoom.exe to play the game.

Setting up gzdoom is what takes the longest time, adjusting the display options and configuring the controls.
