They all work except that, whatever difficulty I put the AI on, it still has the same building problem. :(

There's a problem on my AI here...I keep on building so many units but the enemy AI only builds at least 1 or 2 squads(Skirmish: Land only), sometimes nothing at all, even though it's set on Hard. :( PLEASE HELP. :(
