No, sorry. It works by modding game files that dictate what you will get after a mission; the receiving of items, that is. That or your character's starting inventory.
As I don't play with the console (accessed with tilda key "~" usually), you shouldn't take my word for this, but I don't believe there is such a command to spawn any piece of wargear you want, on command.... although it would be ******* amazing (excuse lang) if there were... it'd make testing new wargear I am making so much easier.

As to activating the mod... if installed correctly, it is generally just "on" when you next start the game. No dicking around necessary.
Some people have it activate simply from loading in alphabetical order (the game loads module and UCS files alphabetically, for most people at least). Meaning that any mod that starts with A, B, or C will load before the DOW2.module and DOW2.ucs files.
Otherwise a .BAT launcher may be of use, where it launches the game executable with a parameter to especially launch a given mod.

Also, this is a lazyman's mod. You cannot use it without adding the -dev parameter onto your game's launching .EXE (or shortcut leading to EXE).
If you launch it through Steam, there is a launch-parameters function for games that are launched through it (play around for a bit, you'll find it!).

If you don't want to deal with the -dev parameter (as it disables all forms of multiplayer), go to the relic forums. You can get some of the features of this mod (as they were borrowed from others modders, such as myself) individually, and in a multiplayer friendly format.

Nice setup here squirrel; getting the Gospel of RPG across the Half-Life modding-community :D
For some constructive input here, this mod is really great! One of a kind for Half-Life. The system of inter-connected maps and character saving combined with the leveling and questing systems make this a truly significant, and unique mod.

It's hardly illegal, this model pack at least. This is modifying models, images that are displayed before you.
What's illegal is editing & changing the hard-coding of this game w/o having bought rights to do so (ex; modding package for Half-Life).
