hmm i got a question, why other factions are not fighting or raiding each other's territories? or my setting is wrong?

So i just downloaded the game and trying to change the setting but i can't open the setting menu. Whenever i click on the button it suddenly forced close.

Idk, maybe i did installed DCE. Sorry, btw in the last mission, the generator missiom, i got a bug that after i decline the C-Consciousness and killed it but it's not triggering the cutscene and the door is not opening. What should i do?
