The best way to 'balance' the disparity between plane performance is simple.

No Player vs. Player multiplayer.

Make multiplayer co-op only in large scale battle scenarios or skirmishes.

If terrain masking is to be included (which, I'm not sure if it is), then the ONLY way it should work is that missiles will lose track of you if you are below a certain altitude. Say, 15 feet.

Like in Ace Combat 4.

Weather systems that interfere with the radar/etc is far, far more advanced than this really needs to be. And cutting the engine? Why? I don't see where that would even be needed. And heat detection for IR missiles will add more needlessly complex mechanics beyond what is needed.

VT isn't becoming a sim. It's just got a lot of details when it comes to weapons capabilities and models.

The fact that they say IRSTs improve avionics/detection capabilities doesn't mean that there's a new mechanic added for these. It just means the "Avionics" stat for a plane will be that much better.

Like in Ace Combat.
Like it should be.

These shouldn't even begin to be considered because they add needless complexity to an otherwise pure recreation of Ace Combat.
