As I was checking both the Nova Scout, and the Fed Colony Ship I noticed they can't capture neutrals. Why can the Federation not take neutral mining/trade outposts?

Flagship Core Crash: I have ran several mods and the base game without this mod just fine. I have ran this mod several times with the included instructions with fail upon loading a actual game each time. I have just taken out the Flagship Core file to test if this was the issue following the recent posts, and I was able to get into a game immediately upon removing this file.

Has anyone else had their Anti-virus software pick up this download as a Zip/Decompression bomb? I am sure the contents of the folder are large which can cause false errors in the software/Anti-virus but the repercussions of taking a chance on a Zip bomb freak me out a little.
