Probably yes, but now the question is if it's the original or the Special Edition. My guess is the Special Edition because of the lighting. Maybe it's the original with some heavily tweaked Reshade, Enb or Master Effect.

Actualy it's non-special edition with heavily modded enb. However now I'm moving on special edition since it's way more stable.

It looks amazing but there is too much shadow and it could use a bit more exposure , i mean gamma correction or brightness smth

I have pretty stable 60. Also shadows and contrast can be tweaked via enb settings a bit, so it's all correctable
On mine i used to have between 75 or so and 120 but only if i was not using mods that bring particles and HD textures , i was dropping to 50 to 80 if that
It says the Special Edition runs better , i am almost tempted to get it myself but i cannot get the mods i liked because they turned to paid subscription on the Nexus

Mods are free! paid mods project died and there's no such thing as paid mod anymore :)
You don't understand
Most mods for Skyrim are found on the Nexus unfortunately , and Nexus wants you to sign in with a paid subscription now to let you download mods
but you can rufuse still :)
