Funny. Ye know, if someone calls you a monk doesn't mean that you automatically become an impotent. I'm talking about physiology, not about marriages. Yeah, maybe such as Grey Knights are prohibited to marry even under pain of death. But these are just rules, descriptions, words. Read how it really was in concrete situations, for example in the book "Fulgrim".
Kinda, there is nothing saying SoB and SM should be celibate, they just don't have time to get some with all the purging and wars they are send to.
For example, Salamanders have families which may or may not be blood related to the Salamander.
Space Wolves are quite famous for chasing women on their spare time, there is even a story where a battle group was found that the world they were at wasn't human at all after their leader tried to get some with a female local.
Plus I can't remember if it was Gaunt or Cain (I'm almost sure it is Cain though), who married a Sister of Battle (after retirement).
While it isn't an official policy I'm sure it is frowned at because it may distract SM and SoB from their duties.
Its in one of the Cain novels. The Inquisitor explains SoB's have a choice to be celibate or not. Its just they they choose to be celibate. Also did Cain get some with the Inquisitor?

The fluff says numerous times that space marines are warrior-monks. Read your lore again.
Some chapters, but others can't be classified as the same. The Ultras, sure, Grey Knights, maybe, Flesh Tearers, no.
