My guess it that its an artillery piece since it doest even have a turret, atleast not one big enough for those guns.

Judging from the words on the board,it's just an advertisement of some property developers,mentioning that it's just a model.
And "天启坦克" exactly means "Apocalypse Tank".Overlord tank is "炎黄坦克". xDD
