I do think you have way too many civilizations in the game and grouping a few together would be a great idea, making some civs able to change into successors on Age Up, while also giving them supplementary buffs, for example: the Lusitanians becoming the Portuguese in the Medieval Age and getting a bonus to ship speed and line of sight, and to market trading fees.
Sounds good of course but building sets must be done first , i cannot help it

My idea is to make each and every one of them full and independent but it indeed might save some part of work if i would do it this way instead and make it interesting too

This is why am opened to any suggestions possible but i am at the building sets modelling area , i did not think about gameplay much

The Aztecs and Mayans both copied a lot from Olmec society after they descended from the north and conquered the Olmecs, like the barbarians did to Rome in Europe or the Han did to China in Asia, so you could make a case for them being the successors.
The Philistines and the Assyrians assimilated much of Hitite and Sumerian culture, so you could also find successors to those.
