Technically speaking, according to one of the founding fathers the second amendment does cover artillery. (This came up when a merchant vessel was wanting to buy cannons to arm itself against pirates)
I've heard somewhere Washington intended the Constitution to be updated with every new generation. It would make sense since civilization cannot evolve properly if it is slaved to archaic laws and regulations.
Imagine if we still lived by the laws of the Romans, the economy would go down the drain, you'd have little to no personal freedom and likely be destitute if you're not from an upper class family and other barbaric practices such as clubbing the general population and fighting in th coliseum would also be present.
Oh who am I kidding? I think most people wouldn't mind this sort of thing due to how glorified the Romans are in history, never mind seeing brutal combat in th coliseum. To be honest, neither would I but just for a day.

I seem to have strayed from the subject. Like I said, society cannot be bound to archaic rules and mindsets. In particular the latter. If we are to grow as a species and civilization we must honour the past but not be shackled to it.
