Not really, it is just because that 0.01% are so resistant that in order to kill them you would also kill the human that was trying to sanitize the area

I made it seem it was an honest explanation but yet it wasn't.
An honest way would be:
"it kills 99.99% of the germs it is designed to kill because the dispersion of the product in the area can't be guaranteed to provide a 100% cover of the entire zone and so some germs are capable of surviving after the action of sanitizing"
If a sanitizer killed even 50% of the micro organisms that can be harmful to us you can be sure that sanitizer would sanitize into a corpse.

You forgot that germs are like terrorists with C&C levels of production though, which means that .01% will breed back pretty soon...
...and they're all immune to the hand sanitize now...
Everything only gets rid of 99.99%.
I think it might be because, if they said 100%, people would not believe, and if they said 99%, people would think it's worse than the 99.99% one.
But when I think of how stupid people are nowadays, I think they would believe the 100% one, even if it was a lie.
