There was also something about many 'die-hard fans' not wanting an FPS among their RTS, mostly because of Renegade, which was not as bad as many would have you believe. And so, since EA didn't feel like potentially throwing money in the wind, it was put on ice for a while and then they simply moved on to more popular IP's.

Least that was how I understood it, may be mistaken but until proven otherwise, I'm sticking with that theory.
