if it's tiberium it makes sense because its volatile nature and uncontrollable growth. but these perfectly safe high-value minerals? I wonder why locals didn't exploit them already.

Since gems are so common in Red Alert, the market price of gems have plummet below the price of crops. The only reason the army guys even want the gems is that they are used by the allies for their prism tech, and by the soviets to decorate the glorious premiers palace, because he grew tired on the Amber room.
